The Humanitarian Crisis in Uganda

Uganda’s humanitarian crisis is unfolding within a worsening global context of shrinking humanitarian funding, rising displacement, and shifting donor priorities. As Africa’s largest refugee-hosting country, Uganda now hosts nearly 2 million refugees, including over 850,000 children, while continued arrivals from neighboring conflict-affected countries are placing immense pressure on already overstretched systems. With only 6% of required 2026 funding secured, critical health, nutrition, education, and protection services are being severely disrupted. Refugee settlements are experiencing clinic closures, medicine stock-outs, rising acute malnutrition, and overstretched health workers, while over 180,000 refugee students are at risk of losing access to education due to suspended aid-supported programs. Although Uganda continues to uphold a progressive refugee policy and strong legal framework, the current funding shortfall threatens the sustainability of this model. Urgent action is needed to mobilize diversified funding, strengthen local response systems, scale up nutrition and essential services, and link humanitarian assistance to long-term resilience and development.
