Disability Inclusion in Uganda: Turning Census Evidence into Equal Opportunity
This fact sheet presents key findings from Uganda’s National Population and Housing Census 2024 on the prevalence, distribution and socioeconomic conditions of persons with disabilities. It highlights major inequalities in education, employment, healthcare, digital access, financial inclusion, civil registration and household welfare, with particular attention to women, young people and older persons with disabilities.
The fact sheet shows that although Uganda has strengthened disability data collection and established progressive legal and policy frameworks, significant barriers continue to limit equal participation in society. It therefore calls for disability-disaggregated planning, adequately funded inclusive services, accessible infrastructure and technologies, stronger accountability, and the meaningful participation of persons with disabilities in policy and programme design.
